The Reflect & Evolve stage closes the loop. It compares actual outcomes against target outcomes, and ensures that what was learned changes how the organization operates. Delivery validates outputs. This stage validates decisions.

The Evolution must answer:

  • Did actual outcomes match the target outcomes?
  • Where did outcomes diverge, and why?
  • Which assumptions proved true and which did not?
  • What should the next initiative know that this one learned?
  • What changed in how the organization operates, understands itself, or decides?

The Evolution is not a retrospective report. It is evidence of two things: the outcomes this change produced, measured against the target outcomes, and what changed in how the organization understands itself, decides, or operates.

If outcomes are unknown and nothing in the organization updated, the loop is incomplete.

Two Activities, Both Required

Validate outcomes. Measure what actually changed against the intended outcomes. Delivery is not success. Outcomes are the result of the change interacting with reality. They can only be validated after delivery, sometimes well after.

Evolve the organization. Ensure that what was learned changes how the organization works. Update the models, frameworks, and processes that represent how the organization understands itself and produces change. Learning that doesn't change the system isn't learning.

What Success Looks Like

The organization knows whether the change achieved its target outcomes. How it operates, understands itself, or decides is different because this work happened.

  • Actual outcomes have been measured against the target outcomes
  • Organizational artifacts have been updated to reflect what changed
  • Lessons are documented and accessible to future work

What is the Evolution? The Evolution is the output of the Reflect & Evolve stage. It documents whether the change achieved its target outcomes and what changed in the organization as a result of what was learned.

Why is Reflect & Evolve a single stage covering two loop phases? Outcome validation and organizational evolution are tightly coupled after delivery. They share the same information and the same moment in time. Separating them creates artificial gaps.

When can outcomes be measured? Outcomes can only be measured after delivery, and sometimes well after. A process change may take weeks to show its effect. Closing the loop too early produces false conclusions.
